Dear All,
for a clean environment.
This past Saturday, December 8th, an e-mail was circulated asking people to
send comments to the Florida Public Service Commission objecting to the PSC's
making of a rule that would accommodate utilities pre charging ratepayers
for the cost of siting, design, licensing, and construction of an IGCC power
plant". (coal burner).
I urgently ask people to NOT ONLY object to the use of this method of
financing IGCC coal plants but also object to the use of this type of financing
for nuclear power plants as well.
NO Coal NO Nukes until every effort for efficiency/conservation and clean
renewable's is exhausted!
Objecting to coal only could be used by the utilities to suggest people are
not concerned with using this method for nuclear. They would say that!!!
Unless your pro coal and/or pro nuclear (as I know some members of one of
the groups listed below are) and like this type of financing please object to
it all.
The PSC makes rules for already existing laws. The nuclear "pre-pay funding
law and PSC rule were past and developed as a result of the 2006 legislative
session and are already on the books. The IGCC coal law is on the books as
well. It was added during the last, 2007, Florida legislative session. So now
the rule making process for IGCC proceeds.
It is good to participate in this process and object but the most effective
action will require people contacting their legislators to have these laws
repealed, during the 2008 legislative session, before the utilities can take
advantage of them and ultimately us.
The two nuclear reactors proposed for the turkey point expansion (south of
Miami) would be built and FP&L customers charged for them under this law
wether the project was finished or not. Other plants throughout the State could
follow.
So please go to the link below and in your own words object to all prepaid
dirty power plants and while your at it may I ask that you inquire as to why
the Florida Legislature and PSC have overlooked developing such a prepaid
program for the financing of efficiency/conservation and clean renewable's.....

Also, important, the e-mail I received requesting people object to the IGCC
only was sent to the groups listed below. I don't have access to these groups
but if you do please forward this appeal to them. I doubt if many of them
want to inadvertently support nukes and prepay for polluters.
