I sent this update to those who, to this point, have decided to stand  with 
us in this years grassroots effort, under the banner of The Florida  Alliance 
for a Clean Environment, to petition the powers that be in  Florida, including 
Governor Crist, to craft a clean energy policy for  Florida. Misconception #1 
should be of interest to fellow anti nuke  friends. Misconception #3 might 
interest many of the anti burn grassroots  people. 
 
I attended the Governors climate change summit July 11 and 12 and was able  
to speak with him briefly at dinner about the letter and petition. He was very  
considerate, after listening to my comments about the letter and petition  
and my compliments on his efforts with the exception of nuclear, he stopped  me 
from returning to my table and asked me to take a minute to explain  what I 
found wrong with his position on nuclear. He thinks it's a good option. I  said 
we need to asses the full profile of nuclear, detailing the front end and  
disposal aspects. He said he would read our letter and petition.
 
I'll follow up to make sure it gets around in his office. He seems like a  
nice guy. Hopefully he'll do many good things. We plan to stay with the  issue.

The petition will be circulating until mid August and then we'll  deliver it 
to the relevant politicos, administrators and the Governor as  part of our 
campaign to make Florida green.
 
Since the Governor was holding a climate change summit on July 11  and 12 we 
decided to send him our position prior to the Summit so he and  others would 
understand that the positions we advocate were ours prior  to the Summit 
discussions. 
 
I've included the cover letter we sent the Governor, et  all, along with the 
points mentioned in the petition. As you'll see I  mentioned the petition was 
still in the circulation. 
 
A representative of a grass roots group in Northern Florida requested more  
information about who we, The Florida Alliance for a Clean Environment  are so 
I'll be sending out a history for any who might have similar  questions. 
 
Also, If your one of the many that signed on without giving your address  
please send it so the Governor will know your a real person that actually  exist.

Dear Governor Crist, 
et all cc, 
It is with considerable concern and enthusiastic hopefulness that I send  my 
regards and deliver to you the energy options evaluation /  program 
implementation strategy advocated by The Florida Alliance for a  Clean Environment.  
We respectfully urge that you, your staff and the others noticed take a  
moment to review this strategy and give our recommendations serious  consideration 
as you proceed with crafting a new Florida State energy plan.  
We are aware of the many efforts made toward developing an understanding  of 
where Florida’s energy policy is today and where it  may be in the future. 
To qualify our understanding of the issues I'd like to  mention that, over 
the course of  last few years, we have attended many  Florida House and Senate 
committee meetings, have addressed our local  Legislative Delegations, attended 
meetings of the esteemed Century Commission  for a Sustainable Florida, the 
respectfully appointed, mostly status quo Energy  Commission and three of its 
four Sub Committees, we have communicated with the  affable Mr. Sole of The 
Department of Environmental Protection, and two of our  board members 
participated, representing themselves as rate payers, in the  formal hearings held at the 
Florida Public Service Commission regarding the  needs determination hearings 
for the Glades power park proposal. Also, as part  of our study of the issue 
we have read among other documents and reports; bills  and laws relating to 
the State’s energy and environmental position, many studies  done by the Florida 
Solar Energy Center, The American Council for an Energy  Efficient Economy 
reports one and two and various analysis of the  Intergovernmental Panel on 
Climate Change reports.  
Our considerable concern stems from what we see as the acceptance of  certain 
misinformation or incomplete information regarding the characteristics  of 
several of the energy options available to the State. This is why we implore  
you to adopt the option analysis, implementation strategy we present to you at  
this time.  
We applaud your interest in moving forward with a plan to implement a  clean 
energy policy on behalf of the people and natural resources of the State  of 
Florida but  we must be resolute in our position that all decisions be based on 
accurate  complete information. 
The most glaring examples (there are others) of incomplete or  misinformation 
are; 
1) The misconception that nuclear energy is a clean,  renewable, non CO 2 or 
other pollutant producing source of energy. This idea can  only be held if we 
continue to use the tunnel vision of old in our evaluation of  the nuclear 
option not taking into consideration the energy used and pollutants  created at 
the front end of the process during the mining and processing of the  fuel. Not 
to mention the ever present issue of waste product management and  disposal.  
 
2) The misconception that integrated gasification combined cycle (IGCC)  coal 
technology represents “clean coal”. This process still requires the  
decimation of other environs to satisfy our energy wants and is often  confusingly 
considered with the automatic inclusion of carbon capture and  sequestration. 
Capture and sequestration are not yet available on any  substantial scale and 
have issues onto themselves that need to be thoroughly  analyzed as to their 
safety and the parasitic energy drawdown they impose on any  facility that may 
use them, if they ever become a reality. 
3) The misconception that incineration of municipal solid waste, via any  
thermal process used, for energy recovery provides an economic or  
environmentally sound method of  energy extraction. There are many  scientific studies that 
prove otherwise. Also municipal solid waste is not a  renewable resource. 
4) The misconception that an energy plan can not be crafted for the  people 
of the State of Florida without the proliferation of new  polluting power 
plants.  
The many people and organizations we work with to conduct our research  and 
information gathering, may not be the same institutionalized environmental  
groups that you have been hearing from to date but the people who we work with  
provide have along with us been active participants in the relevant  
environmental/economic, environomic, discussions of our times for the past  thirty 
years, plus. 
Our advocacy statement is presently being circulated as a petition and  will 
be re-sent to you after time has been provided for people to sign on but we  
wanted to get it to you before your climate change conference  convenes. 
Our enthusiastic hopefulness stems from our continued sense that you will  
rise to the occasion and do the right thing; heed our call for the adoption of  
the processes we advocate in The Florida Alliance for a Clean Environment’s  
energy option evaluation / program implementation strategy plan. It is only 
with  complete and accurate information that the people and the environment of  
Florida will  get the energy policy they need and deserve. A policy based on 
fact and complete  not partial truths.

The ability to make the correct choices and decisions necessary to assure  a 
good result from any effort to design a new Florida State Energy Plan is  
contingent on having accurate and complete information on all the options  
available.  
The Florida Alliance for a Clean Environment advocates for 1) the  creation 
of individual energy option profiles that will make clear the  characteristics 
of all efficiency, energy, fuel and transportation options  available to the 
People of Florida, 2) the performance of a comparative analysis  of all 
profiled options 3) the establishment of a hierarchy of options 4) the  development of
 an action plan, based on the hierarchy, for implementation as the  new 
Florida State Energy Plan and 5) a temporary moratorium on the building of  any new 
or expansion of existing polluting power generating  facilities. 
We call for serious and equal consideration of all efficiency  opportunities, 
decentralized power strategies and clean truly renewable energy  generating 
options. A complete analysis, evaluation and discussion of cap and  trade, 
carbon fees, and energy/building code standards should work through this  
evaluation process as well. 
It is our hope, Governor Crist, that you the Peoples’ Governor, along  with 
your dynamic Cabinet members, Legislators, Public Service Commission,  
Department of Environmental Protection, other policy or rule makers and those  
participating on behalf of the State of Florida as members of the Century  Commission 
for a Sustainable Florida, The Florida Energy Commission and their  Sub 
Committees will insist that the highest level of scientific analytical  integrity 
and public participation be maintained throughout this process. We are  aware 
of the many good efforts made to date by you and many of your associates.  We 
are resolute in our call for you, and all others associated with your  efforts, 
to employ the processes we've identified below during your analysis of  all 
energy options available to Florida.  
We advocate: 
1) The creation of a complete profile of each and  every energy saving or 
energy producing option available to the People of the  State of Florida.  These 
analytical profiles must provide  “cradle to grave” detailed information on 
the energy input/output ratio,  cost/benefit analysis, full cost accounting (to 
include disposal or recycling of  byproducts and the product itself), health 
and environmental impact analysis for  all options. The profile would give 
detailed information from the point where  the fuel for any given technology or 
the materials for any given energy related  product are extracted to the point 
where the power is created or saved. Building  design, lighting, appliances; 
subterranean temperature exchange systems, solar,  wind, ocean current, other 
clean renewables;  transportation options and fuels; coal  (of any technology), 
Mixed Municipal Solid Waste to Energy burners (of any  type), Nuclear, or Gas 
(synthetic or natural), represent some of the options to  be profiled.    
2) The performance of a thorough comparative analysis  of all the profiled 
options, providing for a clear understanding of the unique  characteristics of 
each option. This will allow a determination to be made  as to the various 
options relative values in terms of costs/ benefits,  effectiveness, efficiencies, 
health and environmental impacts, etcetera. 
3) The establishment of a hierarchal listing of the  options, putting the 
most efficient, least polluting first then listing the  clean truly renewable 
energy generating options next and so  on. 
4) The development of an action plan to schedule the implementation of  each 
option as listed on the hierarchy list, most efficient, least polluting  
first, each option being fully implemented to the greatest degree possible  before 
moving on to the next until there is no further need to implement those  
remaining. 
5) The establishment of a temporary moratorium on the construction of  any 
new or expanded polluting power generating facility. This would stand  until the 
aforementioned processes have been carried out and it is determined  how the 
State will proceed.
