Attorney General Andrew M. Cuomo joined five other state attorneys general
in criticizing the Nuclear Regulatory Commission's review of applications to
extend the operating life of nuclear plants. The group said the N.R.C.'s
consideration of the potential effect of earthquakes and terrorist attacks
was insufficient. The owner of the two reactors at Indian Point, in
Westchester County, has applied to extend its license by 20 years. Diane
Screnci, a spokeswoman for the commission, said the agency conducted
"rigorous examinations" to determine safety.
