In response to a request from CNIC, for the first time the Japanese  
government has published a detailed English translation of its  
plutonium holdings report (as at 31 December 2006). The data includes  
input-output balance sheets.

The latest report includes data for the Rokkasho Reprocessing Plant for  
the first time. Active testing using spent fuel began at Rokkasho on 31  
March 2006 and the first plutonium-uranium mixed oxide product (MOX)  
was produced on 16 November 2006.

Government officials told CNIC today that the reason why the "Materials  
Unaccounted For" (MUF) column for Rokkasho is blank (see page 6), is  
not because they are hiding this figure, but because the calculation  
had not been made at the end of 2006. The officials said that in future  
the MUF figure will be published.
