Don't fret. We are doing what you suggest and have been for quite some  time.
 
Below is the final page from a four page letter/petition we sent  to 
Florida's Gov. Crist and just about anyone else in Florida occupying an  energy policy 
making position. It was sent July 9, 07 just prior to the  Gov's climate 
summit. I've been attending energy commission meetings and  the like all year 
advocating for clean energy and  sustainability. Don't want to boar you with all 
we've been doing.
 
Let me know what you think of our advocacy position.
 
Please skip over the following and proceed to We advocate: if your not in the 
 mood for a rant on the Florida situation.
 
Also my wife Jan and I, as FP&L customers, have intervened in the  FP&L 
double barrel turkey point nuclear proposal that is now in front of the  Florida 
Public Service Commission. We are the only ones intervening against the  project 
in favor of clean energy. 
 
The BIG E's let it pass. They've been singing a big antinuke song but  
haven't put their money and lawyers where their mouths are and sure haven't  been 
helping us. Don't want help from the, corporate,  institutionalized 
environmentalists.  I suppose they'll be  jumping in at a later stage and to be fair some 
of their members have  been speaking up at hearings in the county where FP&L 
wants  to put it, Dade county, Miami. 
 
Jan and I don't trust the motives of a number of what we consider to  be 
pseudo environmental groups we have here in FL. and refuse to be  identified with 
people who sometimes unfortunately become associated with them.  We won't go 
along to get along. We're true grass roots environmentalists  without the seeds 
and stems.
 
So we're it for now. Jan and I and all the knowledge we've  accumulated on 
sustainable living over the past 38+ years from the  right people in the 70's 
through the 80's and more recently through info we get  on list serves like this 
one and e-mail contacts we have from around the world.  Thanks GAIA, GRRN 
Bill first, The Dines, MIKE, Alan, Carol, Nancy and many  others who SUPPORT true 
grass roots efforts without intrusion and  overriding self interested 
expectations.
 
To end on a positive note, which I do prefer: your e-mail is timely. We're  
planing to ask interested anti nuke grass roots people to take a bite of a  
specific part of the FP&L project. I'll explain tomorrow. Bob
   
We advocate: 
1) The creation of a complete profile of each and  every energy saving or 
energy producing option available to the People of the  State of Florida.  These 
analytical profiles must provide  “cradle to grave” detailed information on 
the energy input/output ratio,  cost/benefit analysis, full cost accounting (to 
include disposal or recycling of  byproducts and the product itself), health 
and environmental impact analysis for  all options. The profile would give 
detailed information from the point where  the fuel for any given technology or 
the materials for any given energy related  product are extracted to the point 
where the power is created or saved. Building  design, lighting, appliances; 
subterranean temperature exchange systems, solar,  wind, ocean current, other 
clean renewables;  transportation options and fuels; coal  (of any technology), 
Mixed Municipal Solid Waste to Energy burners (of any  type), Nuclear, or Gas 
(synthetic or natural), represent some of the options to  be profiled.    
2) The performance of a thorough comparative analysis  of all the profiled 
options, providing for a clear understanding of the unique  characteristics of 
each option. This will allow for a determination to be  made as to the various 
options relative values in terms of costs/ benefits,  effectiveness, 
efficiencies, health and environmental impacts, etcetera. 
3) The establishment of a hierarchal listing of the  options, putting the 
most efficient, least polluting first then listing the  clean truly renewable 
energy generating options next and so  on. 
4) The development of an action plan to schedule the implementation of  each 
option as listed on the hierarchy list, most efficient, least polluting  
first, each option being fully implemented to the greatest degree possible  before 
moving on to the next until there is no further need to implement those  
remaining. 
5) The establishment of a temporary moratorium on the construction of  any 
new or expanded polluting power generating facility. This would stand  until the 
aforementioned processes have been carried out and it is determined  how the 
State will proceed.

The area I'm  growing the most concerned about is our failure to push 
fuel-cycle and uranium  mining impacts. 

EWG recently _published a  report_

Grand  Canyon. We have thousands of abandoned uranium mines (145 billion cubic 
yards  of uranium ore tailings), mostly on indigenous lands that are

at a  cost of $1.5 billion.  A NYT article in 1989 documented a $9 billion  
handout to the uranium mining companies, just prior to its collapse and our  
shift to buying Russian Mox fuel.

Indigenous communities are on record  opposing any further uranium mining.  
Why aren't we focussing on  developing a complete anaylsis of the entire 
fuel-cycle and placing this on  the table for why nuclear is such a terrible option?

PBS has been  running a series called e squared and it is giving nuclear a 
huge push, with  no real serious analysis.  

It has focussed its entire angle on  the PBMR being proposed in Utah, took che
ap shots at wind and left the  pronuclear piece for the last, in the classic 
"can't disconnect from any  options" finale.  

The UC renewables proponent that they used is  actually pronuclear, and is 
being set up more and more as the renewables guy  that will always be willing to 
say that nuclear power needs to be on the  table.  

The E (2) squared website at PBS needs a bunch of  visitors over there to 
start questioning their almost blankcheck on   nuclear

Perhaps each state should call for what California is doing right - a  full 
cradle to grave cost, benefit and risk analysis of the state's reliance  on 
aging reactors.  While we are making strides, California still has a  long way to 
go to rid itself of its energy debacle.

Ok, I used to live in Oregon...and out there it was not  a swear word -- it 
was a statement of resistance! 
Nonetheless, Duke  Energy was part of the screwing of California's electric

Duke Energy accused of kickbacks

A federal lawsuit accuses Charlotte-based Duke Energy Corp. of paying  
kickbacks to big companies in the Cincinnati area to win their support  for a rate 
increase that has cost small businesses and homeowners  millions of dollars. 
Lawyers who filed the suit Wednesday said Duke has paid as much as  $100 
million in rebates since 2004 to its biggest customers as part of  the scheme. 
"They were running a rebate program to the detriment of every other  
consumer,” said Stan Chesley, one of the lawyers who filed the suit. 
Chesley said the companies, which have not been identified, began  receiving 
payments in 2004 through a sham company set up by Duke. 
Duke released a statement Thursday denying the allegations. The  utility 
company said the contracts with the large companies were the  subject of extensive 
litigation before the Public Utilities Commission  of Ohio, which approved 
Duke’s rates after reviewing the agreements. 
Duke said PUCO determined that parts of the contracts should remain  
confidential, and Duke will not comment further on them or on the  pending lawsuit.
