Andy,
At the TMI re-licensing hearing, I noticed that atmospheric sciences is one of the consideration when re-licensing a plant. With that in mind I cautioned the NRC that the increase in frequency and ferocity of storms, tornadoes, and floods ought to cause the industry to develop emergency fuel movement plans. The dry fuel cask are vulnerable too.
Of course this is not at all practicable let alone do-able. Therefore, how can licensees or the NRC fulfill its mandate to protect the public health and safety.
