FPSC Approves Need for Two New Nuclear Units  at Progress Levy County 
Facility 

TALLAHASSEE —  Florida’s Public Service  Commission (PSC) today approved a 
petition by Progress Energy Florida  (Progress) for a determination of need for 
two new nuclear units at an  energy complex to be constructed in Levy County, 
Florida.


The new complex will be located about ten miles north of  the company’s 
Crystal River Energy Complex and eight miles inland from the  Gulf of Mexico on 
Florida’s west coast.  The two new nuclear units,  Units 1 and 2, are projected 
to come online in 2016 and 2017 and generate  2,200 megawatts (MW), enough to 
power about 1.3 million average  residential homes using 1,200 kWh per month.


“Pursuing nuclear generation helps to diversify Florida’s  fuel supply and 
meet the state’s growing energy needs,” said PSC Chairman  Matthew M. Carter 
II.  "As directed by the Legislature, annual  nuclear cost recovery proceedings 
will allow the Commission to monitor the  project, including appropriate 
checks and balances, to make sure it  continues to be in the customers' best 
interest." 
The new units are projected to satisfy the generation  needs of Progress 
through 2023 while emitting zero greenhouse gases and  reducing Florida’s 
dependence on natural gas and fuel oil. The company  also intends to increase 
demand-side management programs and renewable  energy contracts. 


In making its determination, the Commission considered  the need for electric 
system reliability and integrity, base-load power,  adequate electricity at a 
reasonable cost, and whether the proposed units  are the most cost-effective 
alternative available.  The Commission  also considered whether renewable 
energy sources or conservation measures  were available to the utility that might 
mitigate the need for the  proposed plant. 
A service hearing was held in Crystal River in April to  receive public 
testimony, and the public was provided an opportunity to  testify at the beginning 
of the formal technical hearing in Tallahassee on  May 21.


The PSC is committed to making sure that Florida's  consumers receive their 
electric, natural gas, telephone, water, and  wastewater services in a safe, 
affordable, and reliable manner. The PSC  exercises regulatory authority over 
utilities in the areas of rate  base/economic regulation; competitive market 
oversight; and monitoring of  safety, reliability, and service.
