JOB ANNOUNCEMENT: NUCLEAR PROGRAM COUNSEL
The Government Accountability Project (GAP) is a non-profit public
interest organization that promotes
government and corporate accountability, openness and transparency,
principally by advancing
protections for employees and others who "blow the whistle" on unlawful
conduct to protect the public
interest. GAP's activities include policy advocacy, litigation,
legislative outreach, media campaigns and
coalition building. Current areas of emphasis include public health and
safety, climate science integrity,
nuclear weapons and power, homeland security, and international
whistleblower policymaking. GAP is a
31-year-old national organization with offices in Washington DC and the
equivalent of 20 full-time staff.
GAP is searching for a Nuclear Program Counsel to implement GAP's client
and policy work related to
nuclear weapons and commercial nuclear power safety and security. GAP
has been active for decades in
representing employees of conscience at government nuclear weapons
facilities and commercial nuclear
power plants who have blown the whistle on dangers to public health and
safety. With the growing push
to bring a new generation of nuclear power plants on line, we anticipate
that nuclear plant whistleblowers
will again be on the front lines in ensuring that public safety is not
jeopardized by corporate managers
who put production schedules and profits ahead of quality assurance and
safety requirements.
The Nuclear Program Counsel will be responsible for GAP's docket of
nuclear weapons and commercial
nuclear power clients, the investigation of their concerns, and
advancing GAP policy positions on nuclear
matters. The person who holds this position reports to the Nuclear
Program Director.
Job Duties
Design and implement strategies to protect and assist whistleblowers who
expose:
* Dangers to the public related to the research and development,
warehousing, proliferation and
waste disposal associated with nuclear weapons.
* Dangers to the public health and safety related to the licensing,
siting, construction, operation,
waste disposal, and decommissioning of commercial nuclear power plants.
In addition the Nuclear Counsel will:
* Undertake research, advocacy, and other activities to advance program
goals of protecting
whistleblowers at nuclear weapons labs and facilities, regulatory
agencies, and at commercial
nuclear power facilities.
* Work with and advise whistleblowers regarding their disclosures and
job retention strategies.
* Collaborate with GAP's legal director to develop and undertake
legislative initiatives consistent
with GAP's mission.
* Collaborate with GAP's Climate Science Watch director on issues at the
intersection of climate
security and nuclear power.
* Collaborate with GAP's litigation team on whistleblower suits and
related matters.
* Collaborate with the GAP's communications director to advance
whistleblower disclosures and
policy objectives in the media.
* Participate in public advocacy coalitions to increase the impact of
GAP's objectives of ensuring
the safety of nuclear weapons development, warehousing, proliferation,
and waste disposal, and
in ensuring adequate safety measures over the licensing, siting,
operation, and decommissioning
of commercial nuclear plants, and the disposal of nuclear waste.
* Supervise interns as required.
* Other duties as required.
Position Requirements
* Law degree and license to practice
* Experience with nuclear weapons and/or commercial nuclear power issues
* Strong familiarity with whistleblower issues
* Demonstrated ability to work effectively with a diverse group of
whistleblowers, staff, and activists
* Demonstrated ability to develop and implement advocacy campaigns or
programs
* Demonstrated ability to build effective coalitions and forge consensus
* Excellent writing and public speaking skills
* Ability to pursue strategic objectives in a fast-paced, changing
environment
* Excellent interpersonal and team-play skills
Also Desirable for Position:
* Legislative experience (as staffer or lobbyist)
