[NukeNet] we need to push back -- how about new state laws against building nukes?

All -- we need to be developing plans to push back against the nuclear
relapse -- one idea is to push for state laws prohibiting nuclear power
plant construction such as the ones on the books in KY and CA... in both
states boosters have declared intentions to repeal these laws -- the KY
law is very simple (see below). It would, of course be easier to push
for such new statutes in the areas where nuke construction is least
likely... OR? NH? NV? Where else? -- If passed they would constitute a
strong voice in the national debate on spending precious tax dollars on

PS I am off to KY to speak on nukes and climate -- interesting timing
since news reports in the last 2 weeks indicate that the state law is
under attack -- I will, of course be working to support it!
From KY Revised Statutes:
278.605 Construction prohibited until means for disposal of high level
nuclear
waste approved by United States government.
No construction shall commence on a nuclear power facility in the
Commonwealth until
the Public Service Commission finds that the United States government,
through its
authorized agency, has identified and approved a demonstrable technology
or means for
the disposal of high level nuclear waste.

278.610 Requirements for certification of nuclear power facility.
If the requirements of KRS 278.605 have been met, the Public Service
Commission may
certify a nuclear power facility if it finds that:
(1) Specific facilities with adequate capacity to contain high-level
nuclear waste are in
actual operation, or will be in operation at the time the nuclear power
facility being
certified requires the means for the disposal of high level nuclear waste;
(2) The plan for disposal of high level nuclear waste for the nuclear
facility to be
certified is in full conformity with the technology approved by the
authorized
agency of the United States government; and
(3) The cost of disposal of high level nuclear waste from the nuclear
facility to be
certified is known with reasonable certainty, such that an accurate economic
assessment of the proposal can be completed.
