Exploiting Private Forests for Bioenergy

Supporters for Seneca Sawmill Co.’s proposed power plant have yet to publicly mention that slash could be replaced with chipped trees as fuel prices rise, or that this plant could be the first of many as wood-generated electricity becomes more profitable.

According to the U.S. Department of Agriculture, “The Eugene-Springfield area is one of the largest wood products processing areas in the world.” This area is also the epicenter for a huge volume of industrially owned forest biomass. With industry’s infrastructure in place and hundreds of thousands of acres in tree plantations, our area is ideally positioned for wood-fueled electrical power generating. Once Seneca has perfected their generating process and shown profits by selling electricity back to the grid, similar proposals and projects can be expected — especially as more federal “green” energy subsidies become available.

New Report Urges Western Governments to Reconsider Reliance on Biofuels

[[{"type":"media","view_mode":"media_large","fid":"213","attributes":{"alt":"","class":"media-image","style":"width: 222px; height: 125px; margin: 3px 10px; float: left;"}}]]Western governments have made a wrong turn in energy policy by supporting the large-scale conversion of plants into fuel and should reconsider that strategy, according to a new report from a prominent environmental think tank.

Turning plant matter into liquid fuel or electricity is so inefficient that the approach is unlikely ever to supply a substantial fraction of global energy demand, the report found. It added that continuing to pursue this strategy — which has already led to billions of dollars of investment — is likely to use up vast tracts of fertile land that could be devoted to helping feed the world’s growing population.

Some types of biofuels do make environmental sense, the report found, particularly those made from wastes like sawdust, tree trimmings and cornstalks. But their potential is limited, and these fuels should probably be used in airplanes, for which there is no alternative power source that could reduce emissions.

“I would say that many of the claims for biofuels have been dramatically exaggerated,” said Andrew Steer, president of the World Resources Institute, a global research organization based in Washington that is publishing the report. “There are other, more effective routes to get to a low-carbon world.”

The report follows several years of rising concern among scientists about biofuel policies in the United States and Europe, and is the strongest call yet by the World Resources Institute, known for nonpartisan analysis of environmental issues, to urge governments to reconsider those policies.

Biomass Destruction Entirely Predictable

This is simply wrong.

There were plenty of warnings that the proposed biomass project was too big to be sustainable and it strains the limits of credibility to suggest that the department responsible for managing our forests was unaware of the potential negative impacts.

Numerous stakeholders, individuals and experts predicted this outcome and laid out clear steps to try to mitigate the ecological damage that the advent of this huge new consumptive pressure would bring.

Media Helps Biomass Industry Spread Wildfire Hysteria

Despite her property being in the path of the Carlton Complex fire, which scorched about 256,000 acres in Okanogan and Chelan counties last summer, Stanton’s home and the trees around it survived with minimal damage.

It wasn’t just luck. A year earlier, Stanton and her husband worked with the state Department of Natural Resources to thin the trees on their 20-acre property, reducing the wildfire’s ability to spread.

“It made all the difference in the world for us,” Stanton said last month. “The house was completely spared. If you could ignore the black trunks on some of the ponderosa pines, you could imagine the fire had never happened.”

DNR officials think thinning and restoring more forests on public and private lands throughout the state could help prevent another wildfire season like 2014, which was the most destructive in state history.

2014 Farm Bill Logs National Forests for Bioenergy

[[{"type":"media","view_mode":"media_large","fid":"350","attributes":{"alt":"","class":"media-image","height":"480","style":"width: 333px; height: 333px; margin: 3px 10px; float: left;","width":"480"}}]]Agriculture Secretary Tom Vilsack today announced that more than 200,000 tons of biomass were removed from federal lands through the Biomass Crop Assistance Program (BCAP). BCAP, reauthorized by the 2014 Farm Bill, provided incentives for the removal of dead or diseased trees from National Forests and Bureau of Land Management lands for renewable energy, while reducing the risk of forest fire. This summer, 19 energy facilities in 10 states participated in the program.

"This initiative helps to retrieve forest residues that are a fire risk, but otherwise are costly to remove," said Vilsack. "In just three months, working with private partners across the country, the program helped to reduced fire, disease and insect threats while providing more biomass feedstock for advanced energy facilities."

The U.S. Department of Agriculture's (USDA) Farm Service Agency administered the program earlier this year. Eligible farmers, ranchers or foresters participating in BCAP received a payment to partially offset the cost of harvesting and delivering forest or agricultural residues to a qualified energy facility. Up to $12.5 million is available each year for biomass removal.

Key program accomplishments include:

In Colorado's Front Range, 18,000 tons of trees targeted by the USDA Forest Service to reduce forest fire threats were removed to generate energy.

In California's Rim Fire area in Tuolumne County, nearly 100 percent of the USDA Forest Service's targeted 40,000 tons of forest residue was approved for removal and transport to energy facilities.

In Arizona, 41,000 tons of forest residue in Apache and Navajo counties were approved for removal and transport to energy facilities.

In Oscoda County, Mich., home of the Huron Manistee National Forest, 5,000 tons of forest residue were approved for removal and transport to energy facilities.

These accomplishments helped the Forest Service meet or exceed its restoration goals for Fiscal Year 2014, including reducing hazardous fuels on 1.7 million acres in the wildland urban interface and sustaining or restoring watershed conditions on 2.9 million acres, resulting in 2.8 billion board feet of timber volume sold. To further support this program, the Forest Service has entered into a three-year, $1.5 million agreement to provide technical assistance to the Farm Service Agency as they implement BCAP on National Forest System lands. This will enable the development and execution of biomass sales, and help open and support new and existing markets for biomass products.

Soil Erosion May Get Us Before Climate Change Does

Step inside, and the popular exhibits include ancient Egypt, classical Greece, the Roman Empire, the Renaissance, Gutenberg, Magellan, Columbus, Galileo, and so on. If we cut a hole in the fence, and sneak around to the rear of the building, we find the dumpsters, derelicts, mangy dogs, and environmental history.

The Darwin of environmental history was George Perkins Marsh, who published Man and Nature in 1864 (free download). Few educated people today have ever heard of this visionary. Inspired by Marsh, Walter Lowdermilk, of the Soil Conservation Service, grabbed his camera and visited the sites of old civilizations in 1938 and 1939. He created a provocative 44-page report, Conquest of the Land Through Seven Thousand Years (free download). The government distributed over a million copies of it.

Study: Logging Destabilizes Forest Soil Carbon

The results are the first evidence of a regional trend of lower carbon pools in soils of harvested hardwood forests compared to mature or pristine hardwood forests. The findings appear in the journal Global Change Biology Bioenergy. A PDF of the study is available on request.

Despite scientists' growing appreciation for soil's role in the global carbon cycle, mineral soil carbon pools are largely understudied and previous studies have produced differing results about logging's impact. For example, the U.S. Forest Service assumes that all soil carbon pools do not change after timber harvesting.

New Law Will Make Biomass Heating Cheaper in Massachusetts

"This is going to help (renewable) technologies compete with and replace oil-fired furnaces and other fossil fuels for use for heating ... and cooling," said David O'Connor, a former Massachusetts Commissioner of Energy Resources who is now senior vice president for energy and clean technology at ML Strategies and who lobbied for the law on behalf of the Massachusetts Forest Alliance.

The new law builds on an existing law that requires electricity suppliers to buy a certain amount of electricity from renewable energy sources. The electricity suppliers can fulfill this requirement by buying "renewable energy credits" from companies that produce electricity through renewable means. The new law creates renewable energy credits for the production of thermal energy – energy used for heating and cooling. This could include the use of solar panels, wood pellet stoves and boilers, geothermal heat pumps, and a range of technology that uses hot water, solar, biomass or other renewable energy forms to generate heat.

Commercial Use of Wood Energy is Heating Up

[[{"type":"media","view_mode":"media_large","fid":"318","attributes":{"alt":"","class":"media-image","style":"width: 320px; height: 480px; margin: 3px 10px; float: left;","title":"Photo: New Hampshire Business Review"}}]]New Hampshire’s recently released 10-year energy strategy acknowledged an ongoing fact of life for the state’s commercial and residential sectors: New Hampshire imports 100 percent of its fossil fuels and natural gas. According to the NH Wood Energy Council, New Hampshire pays more than $1 billion annually to import heating oil, with a large chunk of that paid for by businesses, since the state’s commercial sector is the second most dependent on heating oil in the nation, just behind Maine.

As energy customers realized again last winter, this dependence makes the state vulnerable to wild market swings and, in the case of natural gas last winter, shortages due to limited pipeline infrastructure.

That’s why, among its many recommendations, the state’s energy strategy calls for a greater use of wood as a fuel source. Wood, the energy report says, “offers a promising alternative to home heating oil and other petroleum products, providing a much needed option to extend fuel choice to rural areas of the state. Since New Hampshire is one of the most forested states in the nation, wood also presents an opportunity to capitalize on locally‐produced resources, keeping money in state while promoting land conservation efforts.”

In fact, the growth of a wood/biomass heating alternative for commercial use has been an ongoing under-the-radar trend taking place in more rural areas of New Hampshire. Like the wood stove heating the general store a century ago, biomass heating in the forms of wood pellets and wood chips has become an economically viable option for larger-scale municipal, school and commercial operations.
